The Congress held its 1st World Congress of North Korean Defectors for two days, from the 24th to the 25th (local time), in Brussels, the capital of Belgium. Following this, on the 25th, a complaint was lodged with the International Criminal Court.
Among the 30 joint representatives from various countries who attended the Congress that day, Lee 0 Bong (Japan), San 0 Cheon (Belgium), Kim 0 Gwang (South Korea), Kim 0 Il (UK), Ma 0 Ae (USA), Hong 0 Kyung (South Korea), Jang 0 Seok (Brussels), and Choi 0 Woo (New Zealand) issued a declaration.
